If you mean "graphics software," not specifically the Adobe Photoshop program, there are several:

I would try "The GIMP" or "Paint .NET"

Those both have a lot of editing tools similar to those of Photoshop and best of all, they're both Free!

Photoshop from Adobe is not available for free download - if it is, providing and downloading it is an offence.

You have better image editing software out there, which is made availabel free of charge, and with permission to download and redistribute (you can even charge others for providing them copies), like the GIMP.
