Hi, you can download a 30 day trial version of Photoshop from Adobe's website . It is very expensive so a cheaper alternative would be Photoshop Elements which will allow you to do many of the things you want to do. A good way to get started is to buy a book called Photoshop Classroom in a book from Adobe (there should be one for elements as well). It is a very good resource for beginning Photoshop users. The only limit you have to what you can do with your photo's with these programs is your imagination.
If you go to Adobe.com you can download a trial version of Photoshop 5. The help files and tutorials are very good. You can buy Photoshop 5 at several retailers for $79.00 to $99.00. This is a very good graphics editing program for the money and is easy to use. Also, you can subcribe to Photoshop Elements- a Magazine that features a lot of crative tips and tricks for using Photoshop ( information about Photoshop Elements can be found on the Adobe site).
Photoshop is a extremely robust program and you basically can do anything with your photos, that being said you won't be able to do much until you learn to use it. There plenty of help and guides online but it takes a lot of time to truly become good at using it.The full version of Photoshop costs $600-$700

If you just want casual photo editing software, use something else. There is a basic version called photoshop elements which is about $100 but it has far less features. If you just want a basic photo editor i suggest Picasa, its easy to use, and free, but has less features than photoshop elements. i'll leave the choice up to you.
Go to Adobe.com and try out Photoshop Elements 5.0. They also have all the info to get started and tutorials.
