Gimp is a widely respected alternative to paying alot for Photoshop. It's not as feature packed, but it's powerful editing software. It's free and legal to download:

Photoshop is the name of image editing software that you can use to do the things you've listed. Photoshop is owned by Adobe and can be purchased as individual software or with the Premium CS3 Suite of software.
You might also check www.download.com and search for image editing software. There are many very useful and cheaper (sometimes free) utilities that will let you do a lot of the most common image editing techniques.

uhmm.photoshop.lol.theres tons and tons and tons.of things that you can do with photoshop.except you cant do it. just look up on youtube. like video tutorials or just google it.

Similar? The Gimp is a free program that people endorse, though I've never used it myself. Adobe has Expressions(?), and online program that does some photomanipulation.
